This toolbar is active by default when the ribbon is not displayed - context ribbon has its own text formatting tools. This behaviour is controlled by the MTEXTTOOLBAR variable (set to 2 by default). If you want to show the panel together with the ribbon, set this variable to 1. I have AutoCad 2014and have also known about the lockbut I still have issues with my tool palettes disappearing and not able to bring it back up. It will stay locked in position for daysmaybe weeksthen one day, when I collapse it like I always do, the entire tool palette bar will disappear off the screen and I have yet to find it.
